Pooran Chand Bairwa from Saroli district of Rajastan says that in his village in a recently held caste panchayat has put a fine of Rs 2 lakhs on dalit community. A police case was filed but that has been force withdrawn and he accuses police of helping the upper caste people who have slapped the fine.
