JM Rangeela is visiting Sakshar Bharat (Literacy) Dept office in Surihi in Navadih block of Bokaro district in Jharkhand and talking to Vinod Kumar who tells him 64 teachers of Navadih and Chandrapura block were working as facilitator but did not get the honorarium for 13 months.
