Fakirmohan Jagat from Nuapada district of Odisha says administration has black listed more than 300 people in the district under Gram Panchayat election rule no 89. Majority of black listed people are dalits. He says administration is doing this to stop them for raising issues related to dalits which is a misuse of law and contempt of constitution.
