Below poverty line family getting electric bill of Rs 9428 and 10,862, pls help...

Ashok Kori is visiting Padhenpurva village in Panchayat Shivpur in Java block of Rewa district in Madhya Pradesh where he meets Jugli Devi who tells him that they are Below Poverty line ( card no 057351) but her husband Chhabilal s/o Amirelal has got an electricity bill of Rs 9428 in December and Rs 10,862 in January.
