One working hand pump for 400 adivasis, waiting for one more from 5 years...

We have 2 hand pumps for 400 Gond Adivasis here and one is broken. We are requesting Panchayat for another hand pump from last 5 years but no one is paying attention say villagers of Bedaripara under Dumarkhola village and panchayat of Balrampur district in Chhattisgarh to Sarla Shriwas.
