Electricity dept sends bills without reading meters, officers don't listen, pls help...

Kalavati Garhewal traveling with CGNet Swara Citizen Journalism Awareness Yatra has reached Mangli market and panchayat, Mawai block, Mandla district in Madhya Pradesh and talking to people from Chandgaon village nearby who are gathered there. They say thye have electricity but bills are arbitrary. They complaint to electricity dept but they continue to send inflated bills without reading the meters.
