Govt built water tank 3 years ago in our village but that never worked, Pls help...

Shajahan is calling from Chatti village in Chinturu Mandal, East Godavari district in Andhra Pradesh and is talking to Turram Ramaiah who says in his adivasi Gondi language that a water tank for drinking water was built there 3 years ago but it has never worked properly.Now they fetch water from 2 km distance.
