Poles were erected, we've transformer and meters but no electricity, pls help...

Naresh Bunkar is visiting Dhursi village in Kandawani panchayat in Pandariya block of Kabirdham district in Chhattisgarh where Baiga adivasi villagers tell him that electric poles were erected in the village 7 months ago. Wires were pulled. There is a transformer but still no electricity. Meters have been installed in some households and Solar panels are not working so they are forced to live in dark in the forest.
