We're 18 but dont have voting card, Officials dont help, Wont be able to vote...

Raju Rana from adivasi Semaria block in Chatra district in Jharkhand is talking to some youth who tell him that elections are not far but they do not have voter identity cards. They have approached the local authorities many times but they show no interest and it looks they will not be able to vote this time.
