Minimum wage Rs 138, Govt paying Rs 120, Officer says cant pay more...

Warles Soren from Swang village in Jaldenga block in Simdega district in Jharkhand is talking to workers on a Govt road construction project where they are being paid Rs 120 as daily wage whereas the minimum wage is Rs 138.
