Raju Rana from Semaria block of Chatra district in Jharkhand is telling us the story of corruption in lower bureaucracy. He says he needs a certificate from the local bolck office and the clerk is asking for Rs 100. He has visited the office 3 times. He has also asked a local journalist to intervene but to no effect. The clerk has also employed two youth to collect money on his behalf. Any one who does not have enough to bribe are going back but work is getting done who pay bribe.
