Boats with no license plying with overloaded people, complaints dont work

My name is Akeel Mohammad. I am calling from Boondi district of Rajashtan.Chambal river flows next to my village. There are many boats but none of them have any license. They over load people and many accidents have taken place here where many have died. We complaint to officials but they come and collect money from boat owners and go back. Please help us.
